NYSCA Committees

There are 7 permanent committees of the NYSCA. The Chairperson(s) and members of each Committee are be appointed by the NYSCA President with input and the approval of the NYSCA Board of Directors. The Chairperson of each committee is reviewed and appointed/reappointed with every presidential election cycle. The appointment of members is be reviewed and adjusted annually. 

Additionally, Working Groups or Task Forces may be formed and established with committees tasked by the committee chair to address and/or complete specific tasks or functions. Work Groups and Task Forces report to the NYSCA Board of Directors through the Committee Chair.

Responsibilities of committee chairpersons

Chairpersons of the permanent committees report the Committee's activities to the NYSCA Board at every regular meeting of the NYSCA Board of Directors. This report may be given in written form or orally.

The NYSCA is responsible for all Committee activities and the activities of the chair and vice chair of the Committee in NYSCA Name.  Consequently:

  • the person selected to chair (or vice chair) a NYSCA Committee must be responsible, competent and accountable; MUST keep accurate and complete records of Committee transactions, and must furnish the NYSCA Treasurer with records, accounts, and accounting information necessary for the NYSCA to complete and report the Society's transactions to federal and state taxing authorities;
  • unless specifically granted by the President and NYSCA Board of Directors, no Committee chair (or vice chair) is permitted undertake any action unless prior approval has been given the Committee by a majority vote of the NYSCA Board of Directors based on written reports and requests for such authority provided the Board by the Committee chair (or vice chair);
  • committees may take action on emergent issues as approved by a majority vote of the Executive Officers of the NYSCA; and
  • committees must recognize that in all cases the NYSCA President is the official spokesperson for the Association.

Each committee has specific areas of responsibility within the framework of the NYSCA Constitution and bylaws, as outlined below:

Article V.F.2.e. of the NYSCA Constitution and Bylaws

The NYSCA shall have seven (7) permanent committees with the following functions and duties:

  1. Clinical Practice Committee
    • This committee shall encompass and appoint working groups, as needed, in areas germane to the clinical practice of chiropractic.
  2. Membership Recruitment, Retention and Benefits Committee
    1. This Committee shall submit for NYSCA Board of Directors approval all programs created, produced and administered for the recruitment of members to the NYSCA.
    2. This Committee shall maintain accurate membership rolls and statistics, in conjunction with the NYSCA Administrative Office and the NYSCA Web/database manager, pertaining to the NYSCA membership.
    3. This Committee shall make recommendations to the NYSCA Board of Directors concerning a review of all applications made for membership and a recommendation to the Board on the acceptance of the application so made.
    4. This Committee shall make recommendations on different classes of membership, any changes to the membership class structure and any dues or adjustments to the dues thereof.
    5. This Committee shall make recommendations to the NYSCA Board of Directors on the suspension or termination of any NYSCA member who is in arrears and not in good standing and the rules and recommendations regarding the reinstatement thereof.
    6. This Committee shall develop and promote member benefits.
  3. Education Committee
    • This committee shall be responsible for arranging, hosting or conducting chiropractic seminars and procuring speakers for NYSCA meetings and symposia
  4. Health Benefit and Insurance Relations Committee
    1. This Committee shall concern itself with all matters and affairs related to state and federal health benefit plans, access to chiropractic care and the and public and private insurance coverage of chiropractic and such other issues, related to insurance and reimbursement;
    2. This Committee will work together with other NYSCA Committees to advise NYSCA members on compliance issues related to government regulations;
    3. This Committee shall monitor the health benefit plans and reimbursement policies of employers and other entities germane to the practice of chiropractic in New York State.
  5. Legislative Relations Committee
    1. The Committee shall recommend, when necessary, the services of consultants, lobbyists and/or one or more lobbying firms.
    2. The Committee shall meet with NYSCA staff and/or NYSCA retained lobbyists and other consultants, as necessary, to formulate and execute the legislative and governmental agenda of the NYSCA.
    3. The Committee, through NYSCA's staff and legislative counsel, shall monitor the New York state legislative and regulatory processes and make recommendations to the NYSCA Board of Directors concerning the initiation of, support of or opposition to specific pieces of legislation or regulation affecting the practice of chiropractic and access to chiropractic care and services in New York state, for benefit plans and services that come within the ambit of state law, rule and regulation.
    4. This Committee shall create and recommend to the NYSCA Board of Directors for approval, and produce programs designed to enlist the support and mobilization of the NYSCA membership, that would contribute to the propagation of legislation favorable to chiropractic patients and the profession.
    5. The Committee shall represent the NYSCA in hearings before the state legislature or a committee thereof, and other public agency or governmental bodies, with the consent, input and oversight of the NYSCA President, the official spokesperson for the NYSCA, as the Committee may be requested to do, by the NYSCA Board of Directors and with the input and advice of the NYSCA staff or retained legislative counsel and other qualified consultants.
    6. No member of the NYSCA shall represent the NYSCA before the state legislature or a committee thereof or any other public agency or government body, unless he is authorized by the President of the NYSCA with the approval of the NYSCA Board of Directors and with the input of the NYSCA staff or retained legislative counsel and other qualified consultants.
    7. The Committee shall submit for circulation, articles and announcements that shall contribute to NYSCA members' understanding of matters pertaining to legislation, law, rule and regulation, to be published in the NYSCA publications or posted to the NYSCA Website.
  6. Rules, Revisions, and Policy Committee
    1. This Committee shall provide parliamentary guidance to any NYSCA district, the NYSCA Board of Directors, the NYSCA membership at any meeting convened thereof or concerning any question of parliamentary procedure submitted to the Committee.
    2. This Committee shall be responsible for insuring that any and all proposed alterations or amendments to these bylaws shall be placed in their proper organizational, grammatical and parliamentary form upon presentation thereof by the Recording Secretary of the NYSCA within a reasonable time following receipt. Upon consideration thereof, any proposal will be returned to the NYSCA Recording Secretary for consideration by the NYSCA Board of Directors pursuant to ARTICLE IX of these bylaws.
    3. This Committee shall receive, review and make sure that any proposed public and/or professional policies and position statements to be considered by the NYSCA Board shall be submitted in their proper organizational, grammatical and parliamentary form pursuant to ARTICLE IX of these bylaws. This Committee shall insure completeness of any policy proposal or position statement thus received and shall manage the procedures for the creation and the conduct of policy generation as outlined in ARTICLE IX of these bylaws.
  7. Ethics Committee Ethics, Professional Conduct & Peer Review
    1. This Committee shall hear entertain and address any and all questions of unprofessional conduct and/or violations of the NYSCA Code of Professional Ethics raised or brought by patients, the public and other NYSCA members, and/or the State Board for Chiropractic;
    2. This Committee shall recommend to the President of the NYSCA the appointment of members to a Board of Inquiry in comportment with ARTICLE XI of these bylaws whenever grievances have been alleged or charges have been brought against one or more NYSCA members but only insofar as the complaint involves the practice of chiropractic in New York state and does not poses an imminent danger to the public's health and safety, and/or it involves any purported or potential violation of New York state or federal law, rule or regulation and/or the NYSCA Code of Professional Ethics;
    3. This Committee shall hear and mediate all complaints made in writing by patients and beneficiaries against any NYSCA member and shall recommend to the NYSCA Board of Directors suitable resolution thereof. The Committee shall refer complaints made in writing by patients and beneficiaries against any non-NYSCA member to the State Education Department, Office of Professional Discipline;
    4. This Committee shall submit for circulation, articles and announcements as shall contribute to NYSCA members' understanding of issues involving to federal and state laws, rules and regulations, legal and litigative matters pertaining to professional ethics, to be published in the NYSCA publications or posted to the NYSCA Website.
